The measure aims to improve researchers' qualifications, competence and mobility, as specified in the Operational Programme of Human Resources Development 2007-2013. Specifically, the objective or the measure is to improve qualification and competence of scientists, improve the links of scientists from abroad with Lithuanian science institutions, to attract high level scientists to Lithuania, and also reintegration of Lithuanian scientists, working abroad. The measure also aims to increase interest of students in R&D work and facilitate participation of students in R&D activities.

The measure Intellect LT+ aims to increase R&D intensity in the private sector which is one of the tasks specified in the Operational Programme for Economy Growth 2007-2013. The measure specifically supports the development of private research and development infrastructures (equipment and R&D facilites - buildings, labs, etc). The measure supports R&D infrastructure development activities only, while the preparatory studies are supported by the measure Idea LT, and R&D projects by the measure Intellect LT. The overall budget of the measure is €70m. The measure is administered by the Lithuanian Business Support Agency (LVPA). Eligible applicants (private companies) can apply for a grant.

Overall budget of the measure is €36.6m. - List itemInnovation Actions Grant Scheme Innovation (InnovAct)
InnovAct is a scheme directed at stimulating product, process, services and organisational innovations in SMEs. It is co-financed through the European Regional Development Fund and provides cash-grants for projects of a minimum value of €50,000 that must be implemented within 24 months. The scheme part-finances the sub-contracting of consultancy and similar services required by an SME to implement Innovation Management Techniques and improve its innovation performance. Investment costs in tangible assets relating to changes in production processes are also eligible. The grants cover the programming period 2007-2013 and are awarded on the basis of competitive calls administered by Malta Enterprise.

The Research & Development Clusters Scheme aims to support formal collaboration between enterprises by assisting in the setting-up and expansion of innovation clusters. The aid is provided exclusively to the enterprises operating the cluster which must have the sole purpose of promoting industrial research and experimental development. The total aid for any project may not exceed €350,000 over a period of 5 years and the maximum aid intensity is set at 30% of eligible costs. Grants are provided to part-finance capital investments and operating expenses. The scheme remained open until 30th June 2014.

This Research & Development (R&D) Tax Credit Scheme offers support to enterprises by providing tax credits on eligible expenditure incurred in running industrial research and experimental development projects. The R&D projects supported must be completed within three consecutive years from the date of approval. The eligible expenditure on which claims can be made includes personnel costs, equipment, materials and supplies and costs of contractual research. Moreover, the scheme awards tax credits to small and medium sized enterprises (SMEs) for the cost of intellectual property (IP) incurred as a result of industrial research and experimental development projects. These Incentive Guidelines remained active until 30th June 2014.

This scheme supports enterprises investing in energy efficient solutions as well as in renewable energy installations. Specifically, it provides grants for: 1) Energy saving measures; 2) Alternative energy sources. The scheme is administered by Malta Enterprise through a series for Calls for Proposals, the first of which was launched in 2009. It supports projects of a minimum value of at least €25,000 and a maximum of €200,000. Projects benefiting from this incentive should be completed within 18 months (start-ups are given priority). The measure is linked to ERDF 2007-2013, but implementation could be extended beyond. The overall budget is €10m.

The Malta Government Scholarship Scheme for Post Graduate Studies (MGSS-PG) is a programme that provides grants to individuals undertaking Masters or doctoral postgraduate courses in Malta or in institutions abroad. The grants awarded through the MGSS-PG Scheme mainly cover tuition fees and maintenance costs of up to €8,000 for one year Master degree courses and €10,500 per year for PhD courses (2014 rules). Following a single call usually launched in spring, applications are short-listed by a specially appointed MGSS Board, based on the quality of the proposals and academic excellence of the candidates.

The University of Malta Research, Innovation & Development Trust (RIDT) aims to strengthen R&D investment within the University as well as on national level, and to foster the commercial exploitation of this research. The RIDT fund (not a funding measure per se) was established in 2011 through an initial government allocation of €500,000. The University of Malta generates about 15% of its revenue, most of which comes from foreign students' fees. The rest comes from government funds and the university has no assets such as reserves or property of its own. The fund aims to generate revenue for large-scale activities, particularly research projects.
