Case studies from other countries supplement the narrative by presenting good practice examples that could facilitate the implementation of the recommendations by the Moldovan authorities.

This paper shows that product market regulation and employment protection policies exhibit strong combined effects on decisions regarding top R&D investment locations: the higher the level of product market regulation, the higher the negative effect of employment protection legislation, and viceversa. This suggests that reforms in these two policy areas should be strongly coordinated in order to be more efficient and to allow Europe to succeed in the global regulatory contest.

The purpose of the MLE on innovation-enhancing procurement is to set up an EU knowledge-sharing service on innovation-enhancing procurement, encouraging mutual-learning, identifying good practices and providing advice in the field. The MLE aims to support Member States in designing, implementing and/or evaluating different policy instruments in relation to innovation-enhancing procurement.
The participating countries will get together to explore the best ways to tackle the identified policy challenges: (1) developing a strategic framework for innovation procurement, (2) capacity building, (3) financial resources/incentives, and (4) measurement, evaluation and monitoring, acknowledging a need for change in the design and/or implementation of policy instruments and wishing to learn from experiences in other countries.

A ‘Policy Support Facility’ (PSF) has been set up by the Directorate-General for Research & Innovation (DG RTD) of the European Commission under the European Framework Programme for Research & Innovation ‘Horizon 2020’, in order to support Member States and associated countries in reforming their national science, technology and innovation systems.
The Peer Review of the Ukrainian Research and Innovation system was carried out between May and November 2016 by a dedicated PSF Panel, consisting of nine independent experts and national peers. The Ukrainian national authorities expressed a strong political commitment to this exercise.
The PSF Panel arrived at seven Policy Messages highlighted upfront in the report. The report explains the rationale supporting each of those policy statements and discusses the 30 specific recommendations, clustered into thematic areas. Case studies from other countries supplement the narrative by presenting good practice examples that could facilitate the implementation of the recommendations.
It is the country’s responsibility to ensure the follow-up to the Peer Review as well as the potential implementation of its recommendations through concrete reforms.
