This report aims to map the policy measures supporting intersectoral mobility in the Member States and based on the policy measures evaluations analyse the available evidence of their impact. The analysis shows that policies to foster intersectoral mobility are in place in almost all MS. Many of them have been implemented for several years now, yet the readily available evaluations are scarce. The existing evaluations are also often coming short of evaluating the broader socio-economic impact. Yet, the evaluations provide evidence of positive impact of those measures on researchers' skills and employability. To a lesser extent data points to the impact on patents' and publications' propensity and R&D intensity of companies. The strongest evidence is provided in the industrial PhDs evaluations and the impact on skills and employability of PhD researchers can be clearly attested.

This Peer Review, launched in January 2016 aimed to provide external advice and operational recommendations to the Hungarian authorities on possible reforms to undertake in the following focus areas: (1) R&I governance and policy-making; (2) Availability of human resources for R&I; (3) Framework conditions for innovation in the business sector; and (4) Science-industry cooperation, technology transfer and entrepreneurship. The final report and the recommendations were presented to the Hungarian R&I community on 20 September 2016.

This Peer Review, launched in March 2015, was the first one conducted under the Horizon 2020 Policy Support Facility and aimed to provide external advice and operational recommendations to the Bulgarian authorities on possible reforms of the R&I system. At the request of the Bulgarian authorities, it has set a focus on three main areas: (1) Assessment of R&I funding and performing bodies and instruments; (2) R&I Human resources capacity development ;(3) Tackling the gap between research and business. The final report and the recommendations were presented to the Bulgarian R&I community on 8 October 2015, in the presence of the European Commissioner for research and innovation, Carlos Moedas.

This pilot MLE focused on identifying specific challenges for policy-makers regarding the design, implementation, monitoring and evaluation of four policy instruments: Research and Innovation fiscal incentives, e.g. tax credits; financial instruments (loans, guarantees, equity); outputs of business research and innovation support grants, and public-private-partnerships in the form of joint funding of research and innovation activities. During the project the methodological approach for in-depth mutual learning which would maximise the effectiveness of policy learning between Member State policy-makers was developed.

This MLE addressed the issue of Public-Private Partnerships (PPPs) which are strategic (often virtual) centres for promoting sector- or challenge-based research involving multiple partners and promoting public-private collaboration in STI. The project allowed for the exchange on the ways in which participating (and outside) countries have addressed the evaluation of such PPPs. Evaluation data that exists on the various types of PPPs provided vitally important piece of information for the exercise.
