Specific Support to Cyprus
The purpose of the PSF Specific Support to Cyprus is to provide tailored advice and concrete recommendations to the Cyprus authorities for the development of a policy framework and procedures that lift regulatory barriers and provide incentives to optimise the use of publicly funded laboratories by the business community. The recommendations will be used by the Cyprus authorities as a basis for the development of an action plan.

An overview of the Specific Support to Cyprus.

Following a request from the Cyprus authorities for a PSF Specific Support on the “Optimal Utilisation of Research Laboratories of Organisations funded by the Government, by the Business Community”, an international panel of experts was appointed by the Commission (Directorate-General for Research and Innovation).

The Cypriot Government expressed its interest in a PSF Specific Support activity focused on the optimal use of public research infrastructures and laboratories by the business community.

A PSF expert panel has examined how Cyprus’s publicly funded universities and research institutes can increase their engagement with the country’s business community. The panel found that their engagement is, indeed, currently low. The main reason is not an unwillingness to engage but a shortage of firms with sufficient “absorptive capacity” as to be able to benefit from the research, laboratory and consulting services that the universities and research institutes could offer: where there is very little effective demand, developing sustainable supply is practically impossible.

Specific Support to Cyprus: Kick-off meeting
At the kick-off meeting, the PSF team met representatives of the Cyprus R&I authorities and discuss the programme for the Specific Support for Cyprus, including how to gather knowledge and improve understanding of the challenges and the opportunities to optimize the use of publicly funded research laboratories by businesses — in order to arrive at tailored advice and concrete recommendations.

Specific Support to Cyprus: first country visit – fact finding on public research infrastructure
On their first fact-finding visit, the PSF panel met Cyprus R&I authorities and stakeholders in order to improve their understanding of the challenges and the opportunities represented by the use of publicly funded research laboratories by businesses. This research informed the experts’ analysis and recommendations to the Cyprus authorities for their policy framework, action plan and procedures to lift regulatory barriers and provide incentives for businesses’ use of public science infrastructure.

Specific Support to Cyprus: second country visit – fact finding and consulting stakeholders
This was the second fact-finding visit to Cyprus by the PSF Specific Support expert panel. In preparing their tailored advice and concrete recommendations for the Cyprus authorities, this mission allowed the experts to meet stakeholders and to discuss policy options for optimising the use of publicly funded laboratories by businesses and lifting the regulatory barriers in the way.
