Specific Support to Malta
Malta has requested support in developing a tailor-made Open Access policy. The aim of this PSF Specific Support is to provide external advice and operational recommendations on defining the vision, goals and scope of the national Open Access policy, and on clarifying the requirements for its implementation. These include setting up the key infrastructure, such as a national platform and repository, and its governance, including fair use of data. The PSF experts also provide guidance on the investments and resources involved, as well as advise on how it can be linked to other European and international platforms.

An overview of the Specific Support to Malta.

The objective of this Specific Support is to develop recommendations serving as a basis for a tailor-made Open Access policy in relation to access to publications and data, including setting up a required infrastructure.
This background report synthesizes evidence about Malta’s Open Access situation and complements it with latest data from Eurostat and MoRRI report. It facilitates the work conducted by a panel of independent experts in 2019 and 2020.

Specific Support to Malta: Kick-off meeting
At this first meeting of the PSF experts and Maltese authorities, discussions covered the two focus areas of the Specific Support and the rationales behind them: i.e. defining the vision for Malta’s new Open Access policy and then providing detailed guidance for its implementation. The meeting also discussed methodologies for consulting stakeholders and gathering background information, as well as the division of tasks and the timetable for this Specific Support – to be jointly agreed between the experts, European Commission, and Maltese authorities.

With the aim of developing an open access policy that is tailored to Malta’s specific needs, this was the first opportunity for the PSF experts to meet national R&I authorities and stakeholders. This fact-finding visit included consultations and information gathering on the requirements for an open access policy and for its implementation, from infrastructure to governance.

Specific Support to Malta: second country visit – a new Open Access policy
What are the best policies to support Open Access? With the aim of developing an Open Access policy that is tailored to Malta’s specific needs, this second fact-finding visit in the form of a workshop was an opportunity for the PSF experts to again meet national R&I authorities and stakeholders. It also presented a chance to discuss their key findings on a vision for Malta’s new Open Access policy and guidance for its implementation as well as test their initial recommendations.
