Peer Review of the Ukrainian Research and Innovation System
This Peer Review, launched in May 2016 aims to provide external advice and operational recommendations to the Ukrainian authorities on possible reforms to undertake in the following focus areas: (1) Optimisation of available policy instruments to support the national research system; (2) Internationalisation of research and integration of Ukraine into the European Research Area; and (3) the Role of science in Ukrainian innovations development. The final report and recommendations was presented to the Ukrainian R&I community in December 2016.
Reports
Ukraine has put in place a wide-ranging legal framework to govern the development of its science and innovation system, but must move from theory to action, and faces tough implementation challenges, according to the PSF Peer Review carried out in the second half of 2016. The Peer Review received support from the highest levels, including Ukraine education and science minister Liliia Hrynevych. This article summarises its key findings, including an overview of the detailed recommendations.
A ‘Policy Support Facility’ (PSF) has been set up by the Directorate-General for Research & Innovation (DG RTD) of the European Commission under the European Framework Programme for Research & Innovation ‘Horizon 2020’, in order to support Member States and associated countries in reforming their national science, technology and innovation systems.

Kick-off meeting
During the kick-off meeting main decisions were adopted for the implementation of the Peer Review of the Ukrainian Research and Innovation system: results to be accomplished, scope, work plan and distribution of work. The Ukrainian authorities presented the challenges of the Ukrainian R&I system which needs to be reformed and the first discussion on strengths and weaknesses of the Ukrainian science, research and innovation took place.

First country visit of the PSF panel to Ukraine
The PSF experts panel visited Kyiv on 6-8 June 2016 to meet numerous Ukrainian authorities involved in the R&I policies as well as the wide range of institutions and relevant stakeholders. The discussions on strengths and weaknesses of the Ukrainian science, research and innovation contributed substantially to the panel's previous assessment based on analytical work.

Second country visit of the PSF panel to Ukraine
The PSF experts panel presented the preliminary findings of the Peer Review (i.e. Intermediary report on preliminary findings and policy options) to the Ukrainian stakeholders during a second field visit in Kyiv on 6-8 September 2016. On the basis of the various documents received and analysed, as well as in-depth discussions with various experts and the comments received at the meetings during the two field visit, the PSF panel will prepare the Peer Review report by November 2016

Presentation of the Peer Review of the Ukrainian Research and Innovation System report
The public presentation of the final PSF Peer Review report took place in Kyiv on 19 December 2016. The policy recommendations to help Ukraine to improve its performance in research and innovation were developed, at the request of Ukraine's Ministry of Education and Science, by a team of high-level experts and officials from eight different EU Member States.
