Peer Review of the Moldovan Research and Innovation System
This Peer Review, launched in November 2015 aimed to provide external advice and operational recommendations to the Moldovan authorities on possible reforms to undertake in the following focus areas: (1) Increasing the efficiency of public R&I funding and the quality of the R&I performing bodies and instruments; (2) Improving the policies for human resources and mobility of researchers; (3) Boosting business innovativeness and science-business links; and, (4) Increasing R&I impact by properly defining the policy instruments. The final report and the recommendations were presented to the Moldovan R&I community on 12 July 2016.
Reports

The report presents the outcome of the Peer Review of the Moldovan R&I system, carried out by the independent panel of PSF experts between November 2015 and July 2016. It explains the rationale supporting each of the key Policy Messages highlighted upfront in the report and discusses the 24 specific recommendations, clustered into thematic areas. Case studies from other countries supplement the narrative by presenting good practice examples that could facilitate the implementation of the recommendations by the Moldovan authorities.

This report summarise evidence on the situation in the field of science, technology and innovation (STI) in Moldova in the form of the background report that fed into the PSF Peer Review of Moldova’s research and innovation system, conducted between November 2015 and July 2016 by a panel of independent experts and national peers.

Kick-off meeting - Peer Review of the Moldovan Research and Innovation System
During the kick-off meeting main decisions were adopted for the implementation of the Peer Review of the Moldovan Research and Innovation system: results to be accomplished, scope, work plan and distribution of work. The Moldovan authorities presented the challenges of their R&I system which needs to be reformed and the first discussion on strengths and weaknesses of the Moldovan science, research and innovation took place.

First country visit of the PSF panel to Moldova
The PSF experts panel visited Chisinau on 6-9 December 2015 to meet numerous Moldovan authorities involved in the R&I policies as well as the wide range of institutions and relevant stakeholders. The discussions on strengths and weaknesses of the Moldovan science, research and innovation contributed substantially to the panel's previous assessment based on analytical work.

Second country visit of the PSF panel to Moldova
The PSF experts panel presented the preliminary findings of the Peer Review (i.e. Intermediary report on preliminary findings and policy options) to the Moldovan stakeholders during a second field visit in Chisinau on 28-29 January 2016.

Presentation of the Peer Review of the Moldovan Research and Innovation system report
The public presentation of the final PSF Peer Review report took place in Chisinau on 12 July 2016. The policy recommendations to help Moldova to improve its performance in research and innovation were developed, at the request of Moldovan's Academy of Science, by a team of high-level experts and officials from eight different EU Member States.
