Peer Review of the Estonian Research and Innovation system
The Peer Review of Estonia’s Research and Innovation (R&I) System aims to assess the overall effectiveness of the Estonian R&I system, outlining its strengths and weaknesses and paying particular attention to the aspects of its socio-economic impact, including in terms of creation of added value in the business sector and productivity growth; and to develop a roadmap of practical recommendations suitable for Estonia's context. The results of the Peer Review will provide an important input for the country’s R&I policy framework from 2021 onwards, as well as for development plans in other areas having a direct impact on the R&I system.

The Estonian government requested specific support from the PSF to support the work of the Ministry of Economic Affairs and Communications (MEAC) and Ministry of Education and Research (MER) in preparing to produce a joint research, development, innovation and entrepreneurship strategy for the period 2021-27 and onwards, via a general assessment of the effectiveness of the research and innovation (R&I) system, and a specific assessment of the role and impact of the R&I system in promoting added-value creation.

Peer Review of the Estonian Research and Innovation system: kick-off meeting
The kick-off meeting of the PSF Peer Review of Estonia’s Research and Innovation (R&I) System brought together for the first time the expert panel, who will carry out the review, with representatives of the main Estonian R&I governance bodies. The experts had the opportunity to gain further insight into the structure and functioning of the Estonian R&I system and its strengths and weaknesses.

Peer Review of the Estonian Research and Innovation system: 1st country visit
The PSF Peer Review of Estonia’s Research and Innovation (R&I) System made its first visit to the country to interview key stakeholders. Notably, the expert panel met representatives from the government, public agencies, universities, clusters, research institutes, business sector and start-ups in Tallinn and in Tartu.
The experts used this fact-finding trip to gain further insight into the structure and functioning of the Estonian R&I system and its strengths and weaknesses

Peer Review of the Estonian Research and Innovation system: 2nd country visit
The second visit to Estonia allowed the panel of the PSF Peer Review to present and discuss their preliminary conclusions with the Estonian authorities and gather further insights into strengths and weaknesses of the country’s Research and Innovation (R&I) System. Meetings with R&I stakeholders helped the panel to clarify some outstanding issues, especially in relation to the governance of the R&I system, the use of public support measures by SMEs in the ‘traditional’ (i.e.

Peer Review of the Estonian Research and Innovation system: final event
At this final event of the Peer Review of Estonia’s Research and Innovation (R&I) System, the panel of experts presented their conclusions and tailored practical recommendations. This was an opportunity for R&I authorities and stakeholders to debate the panel’s roadmap of recommendations and its implications for the country´s new joint strategy for R&I and entrepreneurship for 2021-2027. In addition, the Deputy Director General for Research and Innovation, Ms Signe Ratso, represented the European Commission in this final event.
