This report provides the summary and conclusions of the debates held during a European Commission Seminar on country-specific activities under the Horizon 2020 Policy Support Facility, which took place in Brussels on 11 December 2017.

Policy Support to Reforms of National Research and Innovation Systems in Europe – Discussion Paper

This discussion paper is the background document for participants in the European Commission seminar on country-specific activities under the Horizon 2020 Policy Support Facility. The EC’s DG RTD has in-depth experience in providing support to countries to improve the quality and impact of their national research and innovation systems. In addition, international organisations – such as the OECD, World Bank and United Nations Economic Commission for Europe (UNECE) –conduct exercises with broadly similar aims, but using different methods and acting under different frameworks. This paper provides background information and insights on the various approaches and methods used, as well as discussing challenges to be addressed to improve impact and key issues for the future.

Seminar on Policy Support to Reforms of National Research and Innovation Systems in Europe

The European Commission’s seminar on country-specific activities enabled debate among national authorities, high-level experts working with the Horizon 2020 Policy Support Facility (PSF), representatives of European countries that benefit from PSF support, and international organisations involved in reviews of national research and innovation (R&I) systems. Participants concluded that the PSF has already been successful in promoting reforms that improve the impact of research and innovation (R&I) investments, systems and policies, and should maintain its best features as it evolves into a platform for sustained policy learning and understanding: broadening its scope, intensifying follow-up through an “after sales service”, and improving implementation through synergies with other EU instruments and international initiatives.
