In the last decades, Research and Technology Organisations (RTOs) have progressively extended the scope of their activities outside their country of origin to produce high impact R&I. The aim of this policy brief is to come to a guiding document for RTOs to engage in the process of internationalisation and to provide benchmarks to policy makers dealing with the governance and funding of RTOs. This report builds both on insights from the academic literature and practical experiences of RTOs.

Romania 2017 Horizon 2020 Policy Support Facility

The Horizon 2020 Policy Support Facility (PSF) has been set up by the Directorate-General for Research & Innovation (DG RTD) of the European Commission under the EU Framework Programme for Research & Innovation ‘Horizon 2020’. It supports Member States and countries associated to Horizon 2020 in reforming their national science, technology and innovation systems.
The report summarises evidence on the situation of the entrepreneurship ecosystem in Romania and provides a background for the PSF Specific Support to Romania’s panel of experts.

Slovakia 2016 National Support Measure

The Slovak Government passed the Government Resolution No. 665/2013. The resolution credited the Ministry of Education, Science, Research and Sports with the task to draft the National ESFRI roadmap. The MESRS submitted the draft of the roadmap by end of 2016.

The new Strategy is a key pillar in the Government’s plan to keep the recovery going and build sustainable economic growth. The Strategy identifies Ireland’s current skills profile, provides a strategic vision and specific objectives for Ireland’s future skills requirements, and sets out a road map for how the vision and objectives can be achieved.

Ireland 2016 National Report or Publication

The National IP Protocol 2016 is the document underpinning the knowledge transfer framework in Ireland. This latest version of the Protocol was produced by Knowledge Transfer Ireland through a process of consultation and on behalf of the Department of Jobs, Enterprise and Innovation (DJEI) and published in January 2016. The new Protocol entitled "Inspiring Partnership - national IP Protocol 2016" is an update on the national Protocol published in 2012.

This National European Research Area (ERA) Roadmap sets out how Ireland will deepen its engagement with the ERA. It will do so as an inherent part of implementing its new strategy for research and development, science and technology “Innovation 2020” which was launched in December, 2015. The overall vision of Innovation 2020 is that Ireland – currently classified in the Innovation Union Scoreboard as an innovation follower – will transition to becoming a Global Innovation Leader, driving a strong sustainable economy and a better society.

The document is a report of the Expert Group on Future Funding for Higher Education. The Group was established by the Minister for Education and Skills in 2014 ‘to identify and consider issues related to the long term sustainable funding of higher education in Ireland and to identify funding options for the future’. Its central recommendation is that Ireland needs to substantially increase the level of investment in higher education to ensure that the system is able to deliver fully on its role in supporting the national economic and social development.

This interim evaluation of Ireland’s participation in Horizon 2020 was commissioned by the Department of Jobs, Enterprise and Innovation in Ireland (DJEI). The study addresses evaluation questions across three areas: the national system of support for participation in Horizon 2020, Ireland’s approach to co-funding and future recommendations.
