Evaluation report of „INVEST - Zuschuss für Wagniskapital“. “INVEST – Zuschuss Wagniskapital” sets incentives for Business Angel investors by limiting their risk exposure if they hold their initial equity investment for three years. The evalution comes to a generally positive assessment. Following up on the recommendations of the evaluation, eligibility of start-ups has been broadened and the maximum qualifying Business Angel investment doubled.

Evaluation of R&D projects supported by the Central Innovation Program (ZIM) in 2014. ZIM is an initiative of BMWi to strengthen innovativeness and competitiveness of SMEs in Germany. ZIM is not limited to a particular industry or technology field. Criteria for financial support through ZIM are the innovation content and commercialisation potential of a project. The evaluation confirms its effectiveness for supporting the R&D activities of SMEs.

Federal and Länder governments have reached an agreement in June 2016 for an Excellence Strategy (‘Exzellenzstrategie’) as successor to the Initiative for Excellence starting in 2017. The Excellence Strategy will be a permanent programme with a total budget of €533m co-financed by the Federal Government (75%) and the Länder in which the funded universities are located.

Among new policies for increasing technology transfer between science and industry the programme “Innovative Higher Education Institutions” (’Innovative Hochschule’) is particularly prominent. Federal and Länder governments reached an agreement for a new joint funding initiative promoting research-based ideas, knowledge and technology transfer as well as the collaboration between institutions of higher education with business and society with a budget of €550m between 2018 and 2027.

Annual monitoring report for the Pact for Research and Innovation. The pact has been extended until 2020 with the goal of stabilizing and increasing funding for the research organisations (Fraunhofer-Gesellschaft, Helmholtz-Gemeinschaft, Max-Planck-Gesellschaft und Leibniz-Gemeinschaft, Deutsche Forschungsgemeinschaft). Funding for these research organisations will increase by 3% annually.

Monitoring report for the Higher Education Pact 2020. Federal and Laender governments have agreed to extend the Higher Education Pact (‘Hochschulpakt 2020’) for universities until 2020. As part of the pact, the Federal Government will provide €9.9b and the Laender €9.4b for allowing 760,000 additional students (compared with 2005) to enter higher education. The extended pact dedicates funds for quality improvements increasing graduation rates (10% of total funds).
