EU-28 2017 EU Report or Publication

This report, produced by the PSF Mutual Learning Exercise (MLE) on Alignment and Interoperability of Research Programmes, is concerned with the role of ‘National Governance Structures’ in the Joint Programming Process (JPP), including Joint Programming Initiatives (JPIs) and other public-to-public partnerships (P2Ps). The report builds on a Challenge Paper, background research and feedback from participating countries at MLE workshops in Brussels, Vienna and Ljubljana.

This report summarises evidence on the situation in the field of science and higher education in Poland and provides the background for the PSF Peer Review of Poland's research and innovation system, conducted by a panel of independent experts and national peers.

Ukraine 2017 Horizon 2020 Policy Support Facility

Ukraine has put in place a wide-ranging legal framework to govern the development of its science and innovation system, but must move from theory to action, and faces tough implementation challenges, according to the PSF Peer Review carried out in the second half of 2016. The Peer Review received support from the highest levels, including Ukraine education and science minister Liliia Hrynevych. This article summarises its key findings, including an overview of the detailed recommendations.

 

Slovakia 2017 Horizon 2020 Policy Support Facility

In recent years, a small but fully fledged startup ecosystem has started to emerge in Slovakia; this entrepreneurial sector can contribute significantly to the modernisation of the country’s economy, becoming more competitive and innovation-driven; but it must be nurtured by supporting investors and reforming the business environment: these are the findings of the PSF expert panel the Slovak government asked for specific advice. This article summarises their findings, including an overview of their 21 detailed recommendations, grouped into six principal ‘policy messages’.

Austria 2017 National Legal Document

This law revision regulates how the Universities related-Structural Funds are competitively awarded among public universities in Austria.This is based on quality, quantity and performance indicators such as the number of study programmes, number of graduates, third-party funding and doctoral candidates employed by the universities. The available amount of the Higher Education Area - Structural Funds is divided into 5 shares: 60% for study programmes; 8% for graduates; 15% for knowledge transfer; 4% for structured doctoral programmes and 13% for cooperations.

Belgium, Regional perspective 2017 National Legal Document

The Wallonia Small Bussiness Act aims (among other things) at making the administrative procedures between SMEs and the Walloon authorities smoother by streamlining the interaction process. It forms part of a larger strategic agenda called Marshall Pan 4.0 that was approved in May 2015 and that envisages to make the region of Wallonia more competitive.
