The report reflects the results achieved in a workshop organised under the Mutual Learning Exercise (MLE) devoted to widening participation to FP and enhancing synergies between FP and ESIF. The focus of this report is on strategies, innovative mechanisms and schemes developed at national or regional level and aiming at improving networking through participation in a wide variety of EU-level initiatives, in order to reinforce capacities to participate in the EU FP.

To support countries in reforming their research and innovation systems, the Directorate-General for Research & Innovation (DG RTD) of the European Commission set up a Policy Support Facility (PSF) under the European Framework Programme for Research & Innovation ‘Horizon 2020’. It aimed to support Member States and associated countries in improving their national science, technology and innovation systems.

The main purpose of evaluation is to deliver policy intelligence, providing accountability, learning, and guidance. Evaluating public policies is a necessary step because any government intervention can only be justified if it has a complementary and positive effect, which would not have taken place without the policy. Even if there is evidence from some countries having started to monitor and assess their innovation-related procurement activities, we are still far from a common strategic framework for the practice of innovation-related procurement.
