Croatia 2003 National Legal Document

The Act on Science and Higher education has been initially adopted in 2003 and amended in 2013. The Act introduced significant changes to the science system, aimed at increasing the international recognition and competitiveness of the Croatian research groups and institutions, as well as ensuring efficiency by increasing the social responsibility and economic accountability of PROs and HEIs. The legal document introduced a new R&D funding model, which includes institutional funding based on multi-annual cycles taking into account performance indicators.

Belgium 2003 National Support Measure

This instrument of the Federal Government offers a partial exemption of advance payments in favour of employers who employ researchers, under certain conditions, for researchers in public research institutions and in companies. This instrument has been added to the traditional R&D tax incentives, with the view of stimulating R&D both in the public and in the private sectors. Through this instrument, the Federal Government supports universities, public research institutions and companies in an indirect manner.

Austria 2002 National Legal Document

The economic structure of the higher education system has significantly changed with the Universities Act 2002 which allocated government funding to universities on three-year performance contracts. More precisely, this Act allocated resources along three different budget areas, namely budgets for teaching, budgets for research and advancement of the arts, and budgets for large scale infrastructures. The Universities Act was amended in 2015 to increase the number of women in all functions of the university.

With the University Act 2002, the financing structure of the higher education system changed considerably. It bases competitively allocated institutional and block funding on three-year performance contracts between each university and the Ministry for Science, Research and Economy. The current contracting period is 2013 to 2016.

VINNOVA has since 2001 been promoting growth and innovation at the regional level primarily but not exclusively through the funding program VINNVÄXT. VINNVÄXT is now considered to be an instance of smart specialization. The programme that takes the form of a competition for regions. The aim is to promote sustainable growth by developing internationally competitive research and innovation environments in specific growth fields. Funding can be as high as €1m per year for a period of ten years.

Greece 2001 National Legal Document

Presidential Degree 17/2001 provides the framework for the financing of spin-offs from HEIs and RPOs (eligiblity of expenses, process). The Decree allows HEIs to acquire equity stakes up to 50% in such enterprises. It sets up the framework for the establishment of licensing agreements between spin-offs, HEIs and RPOs, also authorising faculty members to own minority equity stakes in spin-offs.
