In July 2004, the Government of Flanders adopted the programme Flanders in Action, in which the emphasis was resolutely placed on strengthening its socio-economic basis. In April 2009, some 80 organisations signed the 'Pact 2020', which is the Flemish National Reform Programme. Pact 2020 now forms the body of Flanders in Action.
The Malta Government Scholarship Scheme for Post Graduate Studies (MGSS-PG) is a programme that provides grants to individuals undertaking Masters or doctoral postgraduate courses in Malta or in institutions abroad. The grants awarded through the MGSS-PG Scheme mainly cover tuition fees and maintenance costs of up to €8,000 for one year Master degree courses and €10,500 per year for PhD courses (2014 rules).
SIFIDE is a tax credit system to stimulate R&D in business firms, allowing for a deduction on IRC. SIFIDE, previously managed by AdI, is currently managed by ANI. The equity of research and development entities, the costs of filing for and the maintenance fees of patents, the costs of R&D audits, the investment in the purchasing of R&D equipment, the salaries of researchers and auxiliary personnel related to research and development can all be deductible for IRC.
The regulation establishes the conditions and procedure for annual baseline funding of R&D institutions and support to maintenance costs of R&D infrastructures. Funding is allocated on the basis of R&D performance indicators of R&D institutions, i.e. regular evaluation of achievement of strategic goals, co-financing foreign and domestic projects and opening up new research directions.
Among other things, the law stipulates that the recruitment of researchers is regulated by the articles of association of each university and should be in compliance with the applicable procedures at the University of Cyprus.
