Among other things, the law stipulates that the overall academic performance of public research organisations be evaluated with respect to academic publications, citations, cooperation with the business sector and civil society, and operational cost. It also authorises faculty members to own minority equity stakes in spin offs.

Sweden, Regional perspective 2001 National Support Measure

VINNOVA has since 2001 been promoting growth and innovation at the regional level primarily but not exclusively through the funding program VINNVÄXT. VINNVÄXT is now considered to be an instance of smart specialization. The programme that takes the form of a competition for regions. The aim is to promote sustainable growth by developing internationally competitive research and innovation environments in specific growth fields. Funding can be as high as €1m per year for a period of ten years.

Greece 2001 National Legal Document

Presidential Degree 17/2001 provides the framework for the financing of spin-offs from HEIs and RPOs (eligiblity of expenses, process). The Decree allows HEIs to acquire equity stakes up to 50% in such enterprises. It sets up the framework for the establishment of licensing agreements between spin-offs, HEIs and RPOs, also authorising faculty members to own minority equity stakes in spin-offs.

Slovenia 2001 National Support Measure

The measure “Target Research Programmes” (TRPs) represents a system created in 2001 for inter-sectoral cooperation in planning and implementing networked R&D projects for specific areas of public interest. They represent a special form of scientific and research programme with which the Ministry of Education, Science and Sport intends to contribute to setting and implementing strategic development objectives for Slovenia in cooperation with other ministries and other interested users, in order to improve Slovenia's competitive capacity.

Austria 2001 National Support Measure

The programme supports spin-offs from universities, universities of applied sciences and non-university research organisations. Eight AplusB centres are currently operating in Austria and provide awareness raising and stimulation for academic entrepreneurship, consultancy, training and assistance for a duration of 1.5 years. They also facilitate cooperation with financiers and other support structures and programmes. Until mid 2013, 438 spin-offs had been founded, of which 380 now are active on the market without support.

Five bilateral or trilateral programmes (with Belarus, Latvia and Taiwan, France, Ukraine and Switzerland) aim to initiate and support mutual research projects on a variety of topics implemented by scholars from all participating countries, to develop cooperation in the area of science and technology, promote exchange visits of researchers, encourage young researchers to participate in the implementation of mutual research projects, support the organisation of mutual conferences, etc.

Slovenia 1999 National Support Measure

Research Programme (RP) is a scheme that supports long-term basic research. The scheme was introduced in 1999 in since then it has been the largest source of public funding for research. Under the provisions of RP, three to six year contracts are awarded for public funding of basic research in the field of natural sciences, engineering, medical sciences, biotechnology, social sciences and humanities.

The purpose of the limited-liability State-owned specialised financing company is to provide financing services to promote and develop business, particularly that of small and medium-sized enterprises, and to promote and develop the exports and internationalisation of enterprises. In its operations, the State-owned specialised financing company shall promote the State's regional policy goals. Operations shall focus on shortcomings in the supply of financing services.
