The Academy of Agricultural and Forestry Sciences performs the following key activities: scientific research, production of seeds and seedlings, animal husbandry, technology transfer to agricultural producers, international representation of Romania in S&T co-operation initiatives in the agricultural area. Scientific research is carried out in own R&D units which have their own logistics (labs, specialised equipment, greenhouses, banks of genetic resources and data, long term experimental fields and other facilities).
The Academy of Medical Sciences (ASM) is a public institution in the area of medical and pharmaceutical research, subordinated to the Ministry of Public Health, with the mission to:
a) develop medical sciences and pharmaceutical sciences in order to improve public health;
b) co-ordinate scientific research in advanced basic and applied biomedicine;
c) lead national and sectoral research programmes in the medical and pharmaceutical research;
The Academy of Technical Sciences of Romania (ASTR) is an autonomous, non-governmental entity, organised as a national forum of scientific personalities in engineering sciences. It has the purpose to promote debates, initiatives, research, technical creation and engineering education. ASTR is primarily a honorary institution that encourages scientific research and technical education, and can conduct research, studies, R&D and innovation programmes and projects and other expert works.
The Ministry of Economy, Trade and Tourism deals with strategic policy making, regulation and implementation in the field of industry, mineral resources, energy, trade, SMEs, cooperatives and the business sector, supporting the internal market development and internationalisation for economic growth. The Ministry is also in charge of managing national and EU public funds. Important activities of the Ministry have resulted in the National Strategy for Competitiveness 2014-2020 and the National Export Strategy 2014-2020.
The Ministry for Education and Scientific Research (MESR) was established by reorganising the Ministry for Education, Research, Youth and Sports and by taking over the activity and the specialized bodies of the National Authority for Scientific Research. The MESR applies and coordinates national policies in education. To exercise its powers, MESR builds experts structures and relies on further advisory bodies.
The National Agency of Civil Servants (ANFP) was established with the purpose of ensuring the management of civil service and that of civil servants. ANFP is subordinated to the Ministry of Administration and Interior. ANFP monitors the application and compliance with the rules of conduct in public institutions and authorities, drafts studies and reports on the compliance with the rules of conduct, and cooperates with the NGOs whose activities focus on promoting and protecting the legitimate interests of the citizens in their relation with civil servants.
The National University Research Council (NURC) is the main funding organisation for university and postgraduate research programmes in Romania. It is one of the consultative bodies of the Ministry of Education, Research and Youth, and a representative of the Romanian scientific community on issues related to research policy-making. NURC provides the interface between the university research community and the ministry, playing a key role in the allocation of funding for university research and the evaluation of scientific research performance.
The main activities of the Romanian Academy include:
- promotion of science and culture;
- studies, analyses, recommendations, evaluations and national strategies for the Presidential administration, Parliament, Government and other national institutions, upon request or at own initiative, in collaboration with other institutions;
- scientific and cultural events, research activities and professional training, postgraduate and doctoral courses in collaboration with the Ministry of Education, Research, Youth and Sports (MERYS);
The Advisory Board for Research, Development and Innovation (CCCDI) is the main consulting body of the Ministry for Education and Scientific Research. Its activity is related to applied research, technological development, innovation, technological transfer and scientific international cooperation. CCCDI is involved in the analysis and evaluation of scientific research, including the evaluation of institutions, centres, research infrastructure and researchers.
The Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), subordinated to the MESR, is the implementing agency for the National RDI Plan 2007-2013 (budget €131m in 2013), a set of project-based funding schemes with a structure and procedures very similar to FP7 (i.e., the programmes Ideas, Human Resources, Partnerships, Innovation, Capacities), open for all the RDI actors.
