This report summarises the work and lessons from the Horizon 2020 Policy Support Facility (PSF) Mutual Learning Exercise (MLE) on Administration and Monitoring of R&D tax incentives.
An MLE is a project-based learning process whereby participating countries, assisted by a small group of experts and policy peers, jointly examine a challenge-driven policy question or an implementation issue linked to a policy reform in detail.

RESTART

The R&I framework programme 2014-2020 was launched in 2016 under the name “RESTART 2016-2020 Programmes”, after no new calls had been published during 2014 and 2015. The programme mainly implements measures set out in Cyprus's smart specialisation strategy, and forms part of the Structural Funds Operational Programme "Competitiveness and Sustainable Development".

The annual RIO Country Report offers an analysis of the R&I system in Cyprus, including relevant policies and funding, with particular focus on topics critical for EU policies. The report identifies the main challenges of the Cypriot research and innovation system and assesses the policy response

Research performance based funding is used by most EU Member States to increase the performance of their public research system. This report analyses the different nature of systems in EU Member States, selected associated and third countries. It aims to inform Member States which are in a process of mutual learning to improve the design of their research funding allocation mechanisms.

This Policy Statement sets out a coherent vision for establishing or improving framework conditions that foster innovative entrepreneurial activities. It was prepared jointly by the Unit for Administrative Reform in cooperation with the Ministry of Energy, Commerce, Industry and Tourism and approved by the Council of Ministers.

Cyprus 2015 EU Report or Publication

The European Semester starts with the Commission's Annual Growth Survey (AGS), which outlines general economic priorities for the EU. In 2015, the focus of the AGS was on boosting investment, accelerating structural reforms and pursuing responsible growth-friendly fiscal consolidation. In line with those priorities, in February the Commission publishes a series of Country Reports presenting an assessment of economic and social developments and challenges in different areas, including research and innovation.
