This is the summary report of the Mutual Learning Exercise (MLE) on ‘Widening Participation and Strengthening Synergies’ that was carried out during 2017-2018 by 12 Member States (including one Observer) and one associate country.

The R&I Observatory country report 2017 provides a brief analysis of the R&I system covering the economic context, main actors, funding trends & human resources, policies to address R&I challenges, and R&I in national and regional smart specialisation strategies. Data is from Eurostat, unless otherwise referenced and is correct as at January 2018. Data used from other international sources is also correct to that date. The report provides a state-of-play and analysis of the national level R&I system and its challenges, to support the European Semester.

Cyprus 2017 EU Report or Publication

The Cyprus ERA Roadmap 2016-2020 was prepared by the Directorate General for European Programmes, Coordination and Development (DG EPCD), taking into consideration the views and positions of the national Research and Innovation (R&I) stakeholders. It is based on the specific characteristics, dynamics, strengths and bottlenecks of the national R&I system of Cyprus.

Cyprus 2017 National Report or Publication

The JRC managed Public Research Funding (PREF) study has collected information on and analysed national public research funding. It provides an overview of its evolution and current state in European and selected non-European countries, particularly as concerns funding themes, fields and the types of allocation (competitive project based versus institutional funding). The study was conducted by a consortium led by IRCRES CNR and involving researchers from USI, AIT and NIFU as well as a number of country experts.

Προγράμματα RESTART 2016-2020

RESTART 2016-2020 is the current national framework programme for Research, Technological Development and Innovation which is cofunded by national and european funds and is carried out in conjunction with other national initiatives and programmes. The total budget of RESTART 2016-2020 Programmes is 99.140.000 Euros.

The Cyprus Policy for Open Access  to Scientific Information was created to provide the framework, procedures and general implementation provisions to help research funding agencies as well as organisations engaged in research activities to implement policies for open access to scientific results and information.  The policy is in line with the current provisions and best practices of Horizon 2020.

Cyprus 2016 National Report or Publication

The R&I framework programme 2014-2020 was launched in 2016 under the name “RESTART 2016-2020 Programmes”, after no new calls had been published during 2014 and 2015. The programme mainly implements measures set out in Cyprus's smart specialisation strategy, and forms part of the Structural Funds Operational Programme "Competitiveness and Sustainable Development".

The annual RIO Country Report offers an analysis of the R&I system in Cyprus, including relevant policies and funding, with particular focus on topics critical for EU policies. The report identifies the main challenges of the Cypriot research and innovation system and assesses the policy response
