This report was developed between February 2017 and February 2018 as a Specific Support Action to Bulgaria under the Horizon 2020 Policy Support Facility (PSF), which provides expertise and operational support to Member States in designing, implementing and evaluating national research and innovation policies, including country Peer Reviews and Specific Support to policy reforms, as well as thematic Mutual Learning Exercises to improve policy-making practice through exchanges among several countries.

To support countries in reforming their research and innovation systems, the Directorate-General for Research & Innovation (DG RTD) of the European Commission set up a Policy Support Facility (PSF) under the European Framework Programme for Research & Innovation ‘Horizon 2020’. It aimed to support Member States and associated countries in improving their national science, technology and innovation systems.

The R&I Observatory country report 2017 provides a brief analysis of the R&I system covering the economic context, main actors, funding trends & human resources, policies to address R&I challenges, and R&I in national and regional smart specialisation strategies. Data are from Eurostat, unless otherwise referenced, and are correct as at January 2018. Data used from other international sources are also correct to that date. The report provides a state-of-play and analysis of the national level R&I system and its challenges, to support the European Semester.

Bulgaria 2017 EU Report or Publication

The JRC managed Public Research Funding (PREF) study has collected information on and analysed national public research funding. It provides an overview of its evolution and current state in European and selected non-European countries, particularly as concerns funding themes, fields and the types of allocation (competitive project based versus institutional funding). The study was conducted by a consortium led by IRCRES CNR and involving researchers from USI, AIT and NIFU as well as a number of country experts.

This report summarises the work and lessons learnt by the Mutual Learning Exercise (MLE) on Evaluation of Complex Public-Private Partnership (PPP) Programmes in STI. MLE is a project-based learning process whereby participating countries, assisted by a small group of experts, jointly examine a challenge-driven question in more detail. Belgium/Flanders, Bulgaria, Norway, and Sweden were the participant countries in this exercise.

The annual RIO Country Report offers analysis of the R&I system in Bulgaria, including relevant policies and funding, with particular focus on topics critical for EU policies. The report identifies the main challenges of the Bulgarian research and innovation system and assesses the policy response.
