This is the final report of the Mutual Learning Exercise (MLE) on 'Innovation Procurement’ which was carried out from January 2017 to May 2018 by 13 EU Member States and two associate countries.

Through public procurement, the public sector is a dominant first-buyer of products and services. Several EU Member States thus use public procurement procedures to accelerate innovation. Yet, for many procuring entities, this aim is not a core priority and thus despite its potential, innovation-related procurement is not yet fully used.

The R&I Observatory country report 2017 provides a brief analysis of the R&I system covering the economic context, main actors, funding trends & human resources, policies to address R&I challenges, and R&I in national and regional smart specialisation strategies. Data is from Eurostat, unless otherwise referenced and is correct as at January 2018. Data used from other international sources is also correct to that date. The report provides a state-of-play and analysis of the national level R&I system and its challenges, to support the European Semester.

The new legal framework for crowdfunding platforms, in vigor from 1 February 2017, expands the tax shelter for start-ups to investments via officially recognized crowdfunding platforms. Private persons can enjoy a tax reduction of 30-45% if they invest directly in the capital of new ventures. Through this channel, a company can over its lifetime collect maximum € 250,000, while investors may invest up to € 100,000 per year.

The JRC managed Public Research Funding (PREF) study has collected information on and analysed national public research funding. It provides an overview of its evolution and current state in European and selected non-European countries, particularly as concerns funding themes, fields and the types of allocation (competitive project based versus institutional funding). The study was conducted by a consortium led by IRCRES CNR and involving researchers from USI, AIT and NIFU as well as a number of country experts.

The Wallonia Small Bussiness Act aims (among other things) at making the administrative procedures between SMEs and the Walloon authorities smoother by streamlining the interaction process. It forms part of a larger strategic agenda called Marshall Pan 4.0 that was approved in May 2015 and that envisages to make the region of Wallonia more competitive.

This report summarises the work and lessons from the Horizon 2020 Policy Support Facility (PSF) Mutual Learning Exercise (MLE) on Administration and Monitoring of R&D tax incentives.
An MLE is a project-based learning process whereby participating countries, assisted by a small group of experts and policy peers, jointly examine a challenge-driven policy question or an implementation issue linked to a policy reform in detail.
