The Research and Innovation Observatory (RIO) monitors and analyses research and innovation developments at country and EU levels to support better policy making in Europe. The Horizon2020 Policy Support Facility (PSF) offers practical support to Member States and Associated Countries to design, implement and evaluate reforms that enhance the quality of their research and innovation investments, policies and systems. The website is jointly developed by the Directorates General Joint Research Centre (JRC) and Research and Innovation (RTD).

The Horizon 2020 Policy Support Facility (PSF) was established in 2015 to support European Union (EU) Member States and countries associated to Horizon 2020 (Associated Countries) in raising the quality and impact of their research and development (R&D) and innovation systems. This report evaluates the appropriateness and effectiveness of the PSF and provides recommendations on further improvement of its services to Member States and Associated Countries.
The Horizon 2020 Policy Support Facility (PSF) has been set up by the Directorate-General for Research and Innovation (DG RTD) of the European Commission under the EU Framework Programme for Research and Innovation ‘Horizon 2020’. It supports Member States and countries associated to Horizon 2020 in reforming their national science, technology and innovation systems.
This report analyses China's approach to attain a dominant position in international markets through a combination of industrial, R&I, trade and foreign direct investment policies. It offers an assessment of China's current position compared to the EU and US innovation systems across a range of dimensions. The study was carried out by an expert panel of four independent experts, from January to September 2017 - including two missions to Vilnius to consult with stakeholders.
This report provides empirical evidence for the Business activities in KETs and SGCs in the EU and its main comparators. It analyses the relationship between R&D expenditures and structural changes in KETs and SGCs. One of the major challenges was to estimate BERD, value added and employment by KETs, SGCs and the WIPO35 list of technology fields, as these indicators are only available at the sectoral (NACE 2-digit) level.
